Understanding Short-Term Rentals in
DeKalb County

Dekalb County adopted its Short-Term Rental (STR) ordinance on July 24, 2025, following an extended period of community input and research. After a 180-day implementation window, the program went into full effect on May 20, 2026.

Any owner renting a room, dwelling, guestroom, or other overnight accomodation for 30 consecutive days or less, though Airbnb, VRBO, Booking.com, or any similar platform, must hold a valid STR license issues by the DeKalb County Business License Division before advertising or accepting bookings.

The program is administered in partnership with Rentalscape, a third-party compliance service that identifies active listings, monitors compliance, facilitates excise tax remittance across the county.

How to apply for an STR license in Dekalb County

All operators must complete the application through the county's online portal.
Do not use the county's ePermitting system — STR applications are handled
exclusively through the Deckard portal.

1

Confirm your property is eligible

Short-term rentals are only permitted in residential districts within unincorporated DeKalb County. Properties in locally designated historic
districts are not eligible. Check your zoning classification before applying.

If your property is governed by an HOA, lease agreement, or condominium association, confirm that STR activity is permitted under those private covenants before proceeding.

2

Gather required documents

You will need a valid government-issued photo ID, proof of property ownership (such as a warranty deed or settlement statement), a site plan showing the number and location of on-site parking spaces, and contact information for yourself and any designated 24-hour STR agent.

3

Submit your application online

Visit portal.deckard.com/ga-dekalb-str-portal to complete and submit your application. The annual license fee is $175, plus a small processing fee charged at checkout. Fees are non-refundable once the application is processed.

4

Await approval

Complete applications are typically processed within 3 to 5 business days. You will receive status notifications through the online portal via automated response. Do not advertise or accept bookings until your license is confirmed.

5

Maintain compliance and renew annually

Your license must be renewed each year on the anniversary of your original approval. The county will send renewal reminders before your expiration date. The renewal fee is $175. Licenses are non-transferable — they cannot be assigned to another person or used at a different property.

Operational Requirements in Dekalb County

Holding a license comes with ongoing obligations. Failure to comply with any of the
following may result in citation, suspension, or revocation of your STR license.

agent availability

Owners may designate an STR agent to manage the property on their behalf. The agent must provide 24-hour contact information and be available to respond to complaints or emergencies. Any change in designated agent information must be reported to the county within five business days.

noise & nuisance

All STRs must comply with applicable nuisance and noise regulations under Chapter 16 of the DeKalb County Code. Owners and agents are responsible for ensuring guests do not disrupt the neighborhood or interfere with neighbors' quiet enjoyment.

excise tax

An 8% excise tax applies to all short-term rental revenue, as authorized by state law and codified in Chapter 24 of the DeKalb County Code of Ordinances. Tax payments are remitted through your Rentalscape customer portal.

event prohibition

STR properties may not be advertised, marketed, or used as venues for parties, receptions, banquets, weddings, concerts, reunions, or similar events. This prohibition applies to both the owner and any designated agent.

parking disclosure

Applicants must identify the number and location of on-site parking spaces at the time of application. Guests must be directed to use designated parking.

license display

The STR license is issued for a specific owner and property. It may not be transferred to another owner, assigned to another party, or used at any other location.

occupancy limits

Occupancy is subject to applicable county codes and life safety regulations. Specific caps may apply depending on the size and configuration of the unit.

Where and when STRs are not permitted

DeKalb County's ordinance applies only to unincorporated portions of the county. If your property is within an incorporated city including Decatur, Chamblee, Tucker, Doraville, or any other municipality, that city's local regulations govern your operation, not this ordinance.

Within unincorporated DeKalb County, STRs are only permitted in residential zoning districts. Commercial, industrial, or agricultural properties are not eligible, nor are properties that otherwise fail to meet applicable zoning requirements.

Properties located within a locally designated historic district are categorically ineligible for STR approval, regardless of their residential zoning classification. This applies to all locally designated historic districts within unincorporated DeKalb County.

For apartments, townhomes, and condominiums, eligibility under county ordinance does not override private restrictions. Applicants must independently confirm that their HOA rules, lease agreements, or condominium regulations do not prohibit short-term rental activity before submitting an application.

Common questions regarding STR in Dekalb County

general

What qualifies as a short-term rental under DeKalb County's ordinance?

A short-term rental is defined as the rental of any room, lodging, or overnight accommodation for a period not exceeding 30 consecutive days. This includes vacation homes, residential dwellings, guestrooms, and other overnight lodging listed on platforms such as Airbnb, VRBO, Booking.com, and similar services.

When did the STR ordinance take effect?

The DeKalb County Board of Commissioners adopted the ordinance on July 24, 2025. After a 180-day implementation period, it came into full effect on May 20, 2026. Operators had 30 days from that date to register their properties.

Do I need a separate business license in addition to the STR license?

No. At this time, a separate business license is not required. A valid STR license is the only county-issued license required prior to operating a short-term rental in unincorporated DeKalb County.

application & registration

How do I apply?

Applications are submitted exclusively through the online portal at portal.deckard.com/ga-dekalb-str-portal. Do not use the county's general ePermitting system for STR applications — submissions made there will not be processed.

How long does the application process take?

Complete applications are typically processed within 3 to 5 business days. You will receive status notifications via automated response through the online portal. The timeline applies only after a complete application — with all required documents — has been submitted.

Are application fees refundable?

No. Application fees are non-refundable once the application has been processed, regardless of whether the application is approved or denied. If you decide to stop operating your STR after receiving a license, refunds will not be issued for the remaining license period.

Can I transfer my license if I sell the property or want to use it at another address?

No. STR licenses are non-transferable. They are issued to a specific owner for a specific property address and cannot be assigned, sold, or relocated. A new application must be submitted for any change of ownership or property.

Compliance & Enforcement

What happens if I operate without a license?

Operating a short-term rental without the required license may result in enforcement actions including citations, penalties, suspension or revocation of any license issued, and other legal remedies authorized under county ordinance. The county uses Rentalscape to actively identify unlicensed listings across all major platforms.

How do I report a problem with a nearby short-term rental?

You can report noise, parking issues, trash, disruptive activity, or a suspected unlicensed STR by emailing strcomplaints@dekalbcountyga.gov. The complaint hotline is available 24 hours a day, 7 days a week. For emergencies, call 911.

How can I verify whether a property has an active STR license?

The county maintains a public database of all active licensed short-term rentals. You can search by address at str-public-portal.deckard.com/ga-dekalb.

How is the 8% excise tax collected and remitted?

All short-term rentals are subject to an 8% excise tax pursuant to Chapter 24 of the DeKalb County Code of Ordinances. Tax payments are collected and remitted through your Rentalscape customer portal. Making a false or fraudulent tax return with intent to evade the tax is a misdemeanor under county law.
